Title: Officer, Hearing
Under limited supervision, conducts student discipline hearings, Level I/Level II employee grievance hearings, Title IX Appeals, and employee mediations in accordance with legal and regulatory requirements; provides technical assistant to administrators in schools and in the central office on best practices and procedures relative to student discipline.
Essential Functions:

• Conducts Student Due Process Hearings.
• Provides technical assistance to administrators in school and in the central office on school law, court decisions best practices and procedures relative to student discipline; provides advisement to students, parents, and other stakeholders relative to student discipline procedures and due process requirements.
• Facilitates appropriate educational placements for students who have been incarcerated, suspended, expelled or charged with a designated felony upon their return to transfer to the school system.
• Conducts professional learning sessions on student discipline, due process, classroom management, and legal updates relative to student discipline for school system employees.
• Collaborates with the Department of Public Safety to respond to and provide notification of school health and safety emergencies and to issue other notifications and advisements; collaborates with other agencies and other community entities relative to student discipline and safety.
• Ensures that the DeKalb County School District (DCSD) Code of Student Conduct and other related materials are current based on changes in laws, school system policies and other interpretive guidance.
• Conducts Level I/Level II employee grievance hearings.
• Conducts Title IX Appeals.
• Conducts employee mediation.
• Performs other duties as assigned.
MINIMUM QUALIFICATIONS
The current State requirement for a hearing officer is a Juris Doctorate Degree, Administrator’s Certification, or 3 years experience as a hearing officer. Associate’s degree or equivalent completed college coursework in paralegal studies or a closely related field from a Professional Standards Commission approved accredited college or university is required. Minimum of three years of adjudication process experience and experience with students at risk is required.
Certificates, Licenses, Permits: The hearing officer position requires a Georgia Law license or Educator’s Certificate.
