The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. This position is with our Appraisal Services department. Operates under general supervision, with a moderate degree of autonomy for the application of initiative and independent judgment. Individuals at this level are expected to work with greater independence compared to lower levels and consistently aid other staff in carrying out job duties of increased complexity.Appraiser III: Conducts advanced appraisal work with minimal supervision, exercising significant discretion for the use of initiative and independent judgment. Additionally, the employee may contribute to the development and interpretation of new policies and procedures for appraisal processes, offering guidance on appraisal methodologies and matters related to land valuations.Appraiser IV: Performs advanced (senior-level) appraisal duties. Operates with minimal supervision, exercising extensive freedom in employing initiative and independent judgment. Perform commercial/complex appraisals within timelines stipulated by management. All assignments must comply and be acceptable under Standards 1 and 2 of USPAP. Travel on an as needed basis to assist in coordination and performance of any appraisals conducted on an individual or team basis. · Comply with agency policies regarding travel, time keeping and travel vouchers in accordance with established procedures. Appraiser II-III· Perform technical reviews on appraisal assignments from Asset Management and Veterans Land Board programs. VLB appraisal reviews will be completed in three days. All other reviews to be completed within deadlines stipulated by management. Be prepared to conduct field reviews when stipulated by management. All reviews will be completed in compliance and considered acceptable under Standards 3 and 4 of the Uniform Standards of Professionals Appraisal Practice (USPAP) as promulgated by the Appraisals Standards Board of The Appraisal Foundation.· Maintains Trainee status and continue to work toward State Certified (already meeting at least 50% completion toward state certification) through attending appraisal training course in a professional appraisal organization that is recognized by the Appraisal Foundation for core curriculum each fiscal year (required to provide all notifications of attendance as well as pass or fail documentation to the Austin office within five days of such notification). Maintains professional and personal mandatory training as promulgated by the General Land Office.· Assists in evaluating the effectiveness of policies, guidelines, and procedures of the appraisal division. Assists in developing appraisal methods, designing appraisal forms, and establishing standards and requirements for the completion of appraisal reports. Provide updates to management during weekly staff meetings on the status of any current assignments. Staff meeting attendance is mandatory unless prior approval was given by supervisor. Be available to spend time with supervisor to cover any business matters.· Serve as backup for various tasks as dictated by management during staff shortages and/or workload demands. Upon approval of supervisor, assist other program areas (i.e. due diligence on real estate acquisitions or dispositions, verification of easements, timber theft, upland inspections, etc.). Appraiser III· Support the program area in processing appraisal requests, VHIP inspections, forfeiture requests, and special project requests. Processing requests will include verifying information supplied, confirming documents provided, assist in the oversight of workload and aid in the facilitation of assignment requests. Appraiser IV· Maintain State Certification and increase professional skills through advanced appraisal training in a professional appraisal organization that is recognized by the Appraisal Foundation for continuing education. Maintain professional and personal mandatory training as promulgated by the General Land Office. · Provide updates to management during weekly staff meetings on the status of any current assignments. Staff meeting attendance is mandatory unless prior approval was given by supervisor. Be available to spend time with supervisor to cover any business matters. Qualifications Minimum Qualifications:A Bachelor’s Degree or higher from an accredited college or university.Have at least hours of qualifying appraisal education hours completed and 1, of the experience hours completed. Duties require the ability to bend, stoop, kneel, reach and/or steer a boat as needed. The position also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. This position requires the ability to read printed materials and computer screens. This position may require extensive computer, telephone and client/ customer contact and communication. The individual must be able to move and transport records, documents, boxes, equipment and all materials and related tools, weighing up to 50 pounds, when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
