Contracts Manager – Housing Services (HRA)

Role Purpose

To manage and oversee a range of high-value housing contracts and programmes within Oldham Council’s Housing Revenue Account (HRA), ensuring strong financial control, legal compliance, and high-quality service delivery. The role also leads on housing governance, strategic housing programmes, and major council housing initiatives including long-term PFI contracts and the Warm Homes scheme.

Key Responsibilities

  • Manage and monitor two long-term PFI housing contracts , ensuring performance against KPIs, contractual obligations, and value for money.
  • Oversee HRA budgets, revenue, and capital programmes , including financial monitoring, forecasting, and reporting to senior boards.
  • Ensure full statutory and regulatory compliance across the Council’s housing stock, including building safety, leasehold, Right to Buy, and service charge functions.
